First, let’s look at the maker’s mark:

In the mark we can read this bucket is made of Silver Plated Material. Silver plate is just that – a thin layer of silver plated over another metal such as copper, brass or nickel. Often silver plated items will be marked with an EP, EPNS or Silver on Copper or have no mark at all. In this case we only see Silver Plated, so most likely it is an EPNS silver plate.

Then we can read it is a Reproduction of Old Sheffield, made in Italy. Values for original Sheffield plate objects range from several hundred dollars to several thousand dollars. However, this is a later reproduction made in circa mid 20th Century. They aren’t considered of special value and historical relevance.

About the purpose of this bucket, this is an Ice Bucket. Ice buckets and wine buckets (including variations like Champagne buckets) were both once known as these. Often, wine chillers and wine coolers are referred to as the generic term “wine chiller”. In this case, I would recommend to use the term Champagne Bucket.
